Before the 2nd WW number plates of cars were not as we see today,
Perak vehicles had a PK prefix, whilst Selangor had SL, Negri NS, Singapore SS.
When the British came back after the war the numbers were reorganised. Perak which had the most number of cars then were given prefix A and Selangor B, Pahang C and so on. Province Wellesley had a W prefix whilst Kelantan and Trengganu shared prefix T.
Maybe now the numbering system may need a revision.
