I think the British Military Hospital you are refering to was at Minden Barracks. Sadly this has cease to exist and is now the University Sains Malaysia. My eldest daughter was also born there 8th October 1966 and as we are frequent visitors to Penang we have taken her back to see where she was born. The hospital building still exists and is now a clinic for the university. Sorry I can't point you in the right direction to obtain a duplicate birth certifcate, Maybe the Malaysian High Commision in Australia can help.
